I don't think they're trying to make BM a DPS competitive spec. They seem to be going the route of giving them the ability to use some of the big buffs classes can give. So I'm betting they will give 'em enough DPS to be useful in a group while providing important raid buffs.

That's the way it looks to me at this point.

If the buffs they provide are strong enough to offset the poor personal DPS, I'll be satisfied.  But I doubt it.
