its on Wowhead.com the proc rate. some1 got it and commented on it. besides Dibs on it since i neva got the original one :)

Ya, the stats on it kinda suck......though if it procs a lot, maybe it would be worth it.

If it procs at 1 ppm (I'm sure it might proc more, maybe 2 ppm), you're looking at about 0.44% avoidance boost over time, not to mention the 0.89% extra chance to block if you're a shield user.
The armor boost is what, 1.2% damage reduction over time?

Pretty comparable to weapons at the same item level.
