Torment the Weak

Now that I'm bringing my mage up to 80 with reasonable haste, I'm starting to look into specs for endgame.  I've looked into both Jalor-Mike and Dave!'s specs and noticed the talent Torment the Weak.  My question is this: if the extra damage only benefits snared or slowed targets, how is this utilized in a raid environment?

Edit: And while I'm picking mage brains, Incanter's Absorption.  In a raid environment how is this talent utilized?

torment the weak is obviously used when you're MC'd in Yogg to do just a little extra damage... ffs

Only having a warrior tank, I know of Thunderclap.  Don't know what DKs, Pallies or Druids do to provide this.

ToW is almost always up I don't have any idea where it is coming from sometimes but it works

Paladins have Judgements-of-the-something. There are some mobs with immunity, but attack speed slowing is an important effective health tool.
Rule #1: Nobody is your friend.
Rule #2: Do not feel sorry for anybody.
Rule #3: Do not trust anybody.
Rule #4: Nobody can help you.
Rule #5: You gotta look good.

After seeing these posts I did some more fenagling on my own.  Thunderclap from warriors, icy touch from DK's, Infected Wounds from droods, and Judgments of the Just from pally tanks all trigger the Torment the Weak damage bonus so it turns out this is a good move.  I'm still skeptical about Incanter's Absorption.  It seems really situational to me.  Unless you have a Disc Priest or are actively putting mana shield on yourself *and* taking some kind of damage, I wouldn't think this effect would be triggered that often.  My thought is why not some more points in the talent a bit up the tree that increases Spirit for a bit of a boost to crit instead?

Death Knights have Icy Touch.
Warriors have Thunderclap.
Paladins have Judgements of the Just, a Tier 10 Protection talent.
Druids have Infected Wounds, a Tier 8 Feral talent.

Edit: Looks like Ian posted while I was idling. I can't speak to the Incanter's Absorption spell, but we should always have a slow effect on the mobs for the OQ.
