I like how you can only carry 30 fragments, but you need 40 to make something out of it.

Also, why do the fragments combine to form shattered fragments?  Shouldn't that be the other way around?

From the looks of it, I would guess that when you combine the 40 Fragment of Val'anyr it just creates a single inventory item (Shattered Fragments of Val'anyr) which is still just a bunch of fragments.  (The first is just 1 fragment, which can be stacked.  The second is the name given to the combined pile of fragments.) The Shattered Fragments of Val'anyr however starts a quest.  That quest probably will require other items or actions to be able to fuse them into the actual completed item.

The reason for combining them is because the combined item offers the quest.  Blizzard needed some item to offer the quest on, and they couldn't just put it on the item that represents just a single fragment.

I get what's going on here, I'm merely making the point that it's silly to comb- nevermind.

In all seriousness, the Paladin, Priest, Shaman, and Druid classes call out in the tooltip seems to indicate a healing mace.

very very true.  I imagine it will be a caster/healer weapon.
