Ok when and where do you want to use this spell and what is is good for?  :)

When PvPing alone or questing (in other words, times where you aren't likely to get healed.)  Amplify magic is nice on boss fights that have heavy physical but no magic damage, however dampen magic doesn't really benefit from a fight that brings the opposite.
